You can use the parameters of the Import-Csv cmdlet to specify the column header row and the item delimiter, or direct Import-Csv to use the list separator for the current culture as the item delimiter. Similarly, bytes read from the class will be provided by the operating system as utf-16-le and converted into utf-8 when returned to Python. That means for example a text saved as UTF-8 that only contains simple latin characters, it would be identical to the same file saved as ASCII. The file uses UTF-8 encoding.
